Well, the ISO 3166-1 alpha-3 code for Western Sahara is ESH, so this does point more to Español + Sahara, as its former name is "Spanish Sahara". Of course, it's just a theory, I don't really have a source for that. But I must add that the ISO almost always choose a country's code from its name or native name, so the theory that it choose EH from the name of a province does not seem quite plausible. It's very unlikely to be from El-Hamra since the el just means the, and ISO 3166 tries to avoid basing country codes on things like that. They would almost certainly have used HA instead, except that they had no reason to base the code on El-Hamra in the first place (since it's only part of the name of part of Western Sahara). Also, if the codes were based on El-Hamra (or even Saguia el-Hamra) then the 3-letter code wouldn't be ESH. So the El-Hamra explanation is clearly wrong.
